0021 Error Code, Am I Missing Components?

The missing bits are normal on the falcon as the CPU doesn't need as much power. 0021 is usually a dead GPU. I going to presume you over heated it or heat gunned it and didn't use a proper rework station.

You are comparing two different models of the phat 360.  The Zephyr and the Falcon.

The Falcon had revisions  ... that revision eliminated some components.

Avinti is potentially right.  Could be a dead Gpu chip or a Gpu with a bad sector.  A reball could be done.  

If after a reball the 0021 persists or goes to 0020 ... the chip is dead.

Gpu's can be replaced  .... but every chip available is a Used product
