The lower the better. No matter if it fluctuated from 60-70C, it's better than 75C. It's the heat expansion that causes BGA cracks. The pressure increases exponentially with heat. This is how all thermostat switches work. I've seen falcons that ran 65-70C GPU's that have failed. Personally I don't let my consoles go over 60C. I have a slim with the fan target speed set to 55C, stock defaults are 72-75C. For reflowed consoles, I try to keep them under 50C. This means large heatsink on the GPU, max fans, modded shrouds... consider the GPU to be on life support.

Notice when your fan is max the CPU gets a lot cooler (overall) than the GPU? This is because most of that airflow is going through your large CPU HS. The GPU needs that air, mod the shroud, tape up some of the CPU HS so air is forced over the the GPU. or better yet, externalize the DVD and put a large HS over the GPU.
