Usb Ports Only Work When The Console Is Off

So I have a usb memory key that i use for memory on my console and it lights up when its receiving power. When the console is on, it doesn't light up, and the console doesn't see it as memory. When its off though I can see it lit up like its getting power. Also if I have a wired controller plugged in, it will turn on the console when I push the button in the center, but isn't picked up by the xbox anymore. Wireless controllers work fine btw.
