3.5" Hard Drive Refuses To Format

I have a JTAG running the 9199 freeboot, and when I try to enter the serial number of the console it just returns to the screen asking for the serial number. I have covered the sata connections to the motherboard with electrical tape but there was no change.

Any help is greatly appreciated.

Sure it's the right serial number? If the case has been swapped, then you need to get it from the dashboard.
