Can A Reflow Help Low Voltages On U5b1 And U5b2?

The two regulators U5B1 (3.3V) and U5B2 (1.8V)  are >.0V and 1.798V respectively on standby power.  

This is a RROD Xenon I got off Ebay that doesn't power on.  
Its already been x-clamp fixed, but I suspect that the SB is the culprit.
Also the power-supply works perfectly, I pulled it off another working unit.

EDIT:

Actually it didn't power-on when I got it, then I hit it with a quick heat-gun, and now it cuts on and goes red instantly.
