Conceptronic Sata Controller To Usb Adapter?

Its possible to use this one for external (out of the pc) flashing purposes, for all drives (not just the hitachi ones? I guess it is, since its conceptonic inside, but Im not sure 100%.

Serial ATA & IDE to USB & eSATA adapter
