203 W Psu - Error Code 0001

I have one of the earliest 1st Gen 360's with a 203W power supply.

Immediately when I turn it on it goes straight to a 3 rrod.  The error code is 0001.  I've tested the psu on another 203w xbox and it works fine.

When I plug it into my RROD xbox the psu flashes red once then goes to orange again.  When I use the other power brick from the working xbox on RROD one, the light on the brick is solid red.

Any ideas/solutions?
