Broken I/o? Makes No Sense

I have a 360 that when the original DVD drive (unflashed) is in, gives error E65 or E64 randomly on boot. With a hard drive connected, it gives error E69. With nothing connected it boots fine. I tried swapping DVD drives and it does the same thing. Tried swapping cables and hard drives, no change. Is this board toast?
