did you check to see if the power supply works fine with another 360?  Other than that i can't really offer much help as this is the first time i have heard of this problem happening.   You need to give us the error code is it 0001?

Does the PSU light turn red when you connect it to the xbox?  Could be a short somewhere (extra wiring?) in your console.

any one got any ideas? i got it narrowed down what i gotta do just dont kno how to do it . i figure that i gotta re-wire the blue wire on the 360 but i have not found much on the forum that talks about the blue wire besides that it turns on the psu . so does any have any pics of any way to re-wire the blue wire to a switched 5v source
