If i need to find a 12v connection in the 360 how can i do that without checking with a DMM when its turn on?
Use the 12v from under the PSU plug, it's the same on all versions of the 360.

i took apart the power block and found the fuse. its a 125v 5 amp cylinder fuse. i dont no if its blown or not because it isnt enclosed in a glass casing
The PSU fuse is fine or ya wouldn't be getting any power at all to the 360, put that thing back together before ya do damage it or yourself.
Putting that jumper wire on the motherboard was pointless, that connection is made thru the tab of the Regulator. It's not causing any issues, but it didn't do anything either.
Ohm out the 12v and 5v lines to Ground, see if either is shorted, and do NOT have the PSU plugged in when doing those checks.
If you did the X-clamp replacement make sure nothing is too tight causing the heatsink to hit a component on the board and cause a short.
