Power To Stock Fans All The Time?

I'm wanting to wire something by splicing the wires into the stock fans. I also have the Nyko Intercooler on my 360. Does that make your stock fans turn off from time to time when its not hot enough? I guess what I'm trying to say is does the stock fans have power going to them the entire time the 360 is on?????

Yes, The fans are on all the time.. The speed up when the temperature of the GPU or CPU increase.
