If you've properly reflashed firmware i'd guess theres something wrong with the drive, maybe its having problems closing.



btw. heres a pic of the tray-in/out control wire. on Liteon 74850c

but the same drive and the same wire works well on another console...

sounds weird, did you check that the motherboard connectors for both the SATA and dvd power isnt damaged?

Since you seem to have a second xbox available you should switch the "broken dvd" with the "working dvd". That way you can zero in whether its the MB causing the problem. If both dvd's go in/out when connected to that console the problem lies with something other then the DVD.
