Surreal 64 Save States Dont Work

I recently got Surreal 64 CE 5.4 and everything works fine except for the save states, when I try to save a state it just pauses and goes back to the game and the same thing happens when i try to load a "saved" state.

does anyone have any idea whats causing this?
