from a 1.0 PSU 230V

I live in norway and we have 230V not 220 as most think.. hehehe

I'm surprised that no one has mentioned the possibility of bad solder joints on the underside of the power supply. Foxlink brand power supplies for XBOXes are famous for having the solder points where the a/c power receptacle is soldered onto the power supply circuit board.

If it's bad solder, you'll be able to see visible cracks under the power receptacle once you flip the power supply upside down to take a peek. GIve it a shot. . . especially because it seems as though you have a short. . . not a blown fuse. It may actually be a combination of both.

Rework those soldered joints first, then proceed.

If you cant follow the trace on that.... i cant help hehehe

i kinda of have the same problem my xbox wont turn on anymmore i opened it up and when i push the power button i see the small fan spin a little but thats juss about it nopthin else. any body have any conclusions
