Xbox Won't Display On Ntsc Tv

One of my customers claims he changed the option in XBMP from NTSC to PAL and now when we boot up the XBOX theres sound but no display? Is he screwed? I was thinking about installing an unlocked HD from another XBOX, but I'm not sure if that would fix the problem. Its v1.2 XBOX with a cheapmod modchip. Its also still has the stock HD.
