My loading bar gets all the way to around 98% then is jus frozen there.  I deleted my save games and everything.  What is happening?? Help??

I got it working now... But all the menus are screwed up and The Controls seem really messed up to me.  Anyway to change the Controls?? and Is all your menus really messed up?  Thanks!
