Joystic Emulator / Input Mapper

Is it possible to make a little app to emulate a controller like a guitar ?

A app that would allow the use of a wii USB guitar on 360.
Maybe by creating a "virtual" directx input device recognized by the game.

Dashlaunch plugin ?

Configurable interface into FSD via plugin ?

Suggestions ? Where to start ?
