Thanks a lot Sonic, I did that before and it didn't work but I finally figured out what the problem is. I'll post so maybe it will help someone else out:
It turns out HFS+ formatting will NOT allow you to save any data onto the usb formatted in that way. I'm not sure why people recommended that to me. Anyway, I formatted the usb drive to fat32 and all my problems were solved. When I chose the usb drive to save the fsdata to it just wouldn't do it, now it works. I did have to save to my 360 HD first THEN copy all the files to the usb HD and set it up that way. Maybe others could do it directly, I'm not sure. What I will say is that 95% of the info out there seems to deliberately mislead people so my advice is not to overthink things. Sonic, your advice was simple and clear and I appreciate that. I am referring to these types out there whom I believe deliberately mislead people and complicating things on purpose:
