I found a fix a while ago on these forums for xbox1 sdk, letme see if I can find it again.

So close!

That works for the most part, with two exceptions:

1) That alphanumeric string must be different for the 360 SDK.  Dunno how to find this yet.

2) The path is %windir%\syswow64\xeshlext.dll for the 360 SDK.

Thanks a ton for the help though, this points me in the right direction.

%windir%\syswow64\explorer.exe ::{57B2D0D9-32DD-476a-B663-C85D2EA24AA5}, /separate

4. Give it the name 'Xbox Neighborhood'

5. To setup the correct icon, hit the change icon button and point it at
CODE
%windir%\syswow64\xeshlext.dll

6. Select any icon you wish, the first square greenish one is the default one.

7. Click OK and all is done.
