Package Viewer/editor/creator

Anyone know where I can get the app Package Viewer/Editor/Creator?

been looking allover for it. all the links I found are all dead. Or does anyone know of another app that can edit LIVE/PIRS files besides le fluffie. Hopefully one that supports drag&drop to help save me some time and ease of use.
