Transfer Dlc Content?

Is it possible to transfer DLC (downloaded content) like maps? I have a banned console and I want to transfer my Gears of War II maps to other X360 HDD.

I have the transfer kit and I know how to use Xplorer/FATxplorer but the transfered content does not work.

Any one there knows how to bypass the copyright bloks?
