Odly enough, I used to know the answer to this question. Back in the day of Rock Band 1, I was big into customs for the PS2. The place where you need to ask this question is gonna be rockband.scorehero.com

You need Arktool 7.0... unfortunately it's been banned ScoreHero. Here's a guide on PS2 customs I wrote if you wanna check it out sometime.

The only Akrtool downloads I could find are on savefile which has been down for a while now. If you want I can probably upload it if I get permission...
