FWIW, most OEM machines come with XP Home on FAT32. I know it's retarded, but they do. I've even seen machines that come with several FAT32 partitions, because the filesystem doesn't scale to the capacity of the hard disk. Dunno about Vista, though. Vista might have finally embraced the 21st century.
If it supports, but doesn't require, NTFS, it might be better to market it as 'requires a hard disk attached'. (Though see page 5 of this thread for a DOS USB driver; though perhaps not up to everyday operation, usbdisk.sys seems adequate for dumping a key and firmware to)
