I'm trying to wrap my head around region restrictions for the 360 - so from what I understand there's nothing that would patch a region locked game to another region?

I've always been under the understanding that you could patch an ISO to make it playable in another region - like WiiFree is the most recent example of a ute that changes the regioning codes in the iso image.  

If I have a PAL iso (Dead Rising PAL in this case) and an NTSC 360 I think I'm s.o.l?

Is this true?
