Cannot Connect To Pc

update, I've just hooked up my old laptop. same OS as PC and installed windows media connect (not using MP11 yet) and its running like a champ..... All services associated with WMC are running when i go to services.msc. WTF  i dont get it it must have something to do with my initial posting about the 1 service that wont start. Any thoughts, this is weird...
