Questions Concerning Stealth Media

You have to rip the SS seperately from the ISO and merge it back in afterwards. Plenty of tutorials for this around the web.

You can download Xbox Backup Creator V2.3 it will scan the ISO and let you know if its been stealth patched properly or not.

Some games are not region locked, those that are can't be changed. Google xbox360 regional compatability guide. I can't post the link here apparently.
