Go onto Hewlett Packards website and download a tool called 'HP USB Disk Storage Format Tool'
It will let you make your USB stick bootable

that hp utility is sh**

google 'windows 98 boot disc'

just extract the image, and burn it with nero to make a boot cd itll dump you in dos

make sure your files are on your hd in the root directory (c:\) to make it easier
