Gta Iv Game Saves License Issue

I have been playing GTA IV since it came out. Since then I have gone through many xbox360s as they RROD on me. However, now if I bring my game save to another xbox360, GTA will complain that it cannot open the game save for some sort of license issue.

I know when you install a the game to the harddrive from the disc they put something on the harddrive so the installed game will work only for that xbox, that is not my case as I am playing GTA from the disc and newer game saves opens fine. What do I need to do to get this gamesave to work with other xboxes?
