So I found this program, Fanspeed Flasher, which lets you set the speed to 00, 40, 70 or Auto.

Does anyone have experience with this program? I tried setting it to 00 and it was suddenly quieter than even my elite was, but is it safe to have the fans on such a low speed?

I would say search the forums but it dont work.

the speeds set the fans well to a speed but thoes dont work as there broken and just setting the speed to 00 makes the fans not working whch lead to error fast. run auto.xex to fix them quick.
