While i agree with most of what u said, you didnt mention that M$ will not allow DLC to be free. Thats why every blue moon when there is a new free map pack or something similar, they are sponsored. So while the devs really wouldnt make DLC free if they could i think, M$ is also worth mentioning here not just the devs.

so it wasn't a microsoft marketplace policy that caused the charge, it was the fact that the game was published by microsoft game studios, and as a result, the publisher sets the price for dlc, not the developer.
