Open Nat, Still Trouble Connecting To Live

When I run the Network Connection test on my xbox, I don't get a message that says I have a strict or moderate NAT, yet when I go to play online, I have a lot of difficulty finding people.  (Right now, I'm trying to play COD:WaW, and it's been stuck on "downloading game settings" for a few minutes)  Normally, I am rarely able to connect with people.  UPnP is enabled (when it's disabled, I have a moderate NAT).  I'm using automatic for my network settings.  Any ideas?

Located in Washington, DC.  I live in an apartment building, so the internet is kinda like whatever.  http://www.mduc.com/...t_internet.html  I don't think we have options.

set static IP on your 360 and DMZ to that IP or forward xbox live ports

Yeah, I've done all that.  I don't get an error when I go to "test xbox live configuration," but it still takes me forever to get matched up sometimes.
