why did you need a new GT? you should be able to top a silver a/c up with a live subscription?
and no you cant transfer acheivements.

first, i didnt have an ethernet cable in my 360, so i didnt even use silver.
thats why i have a gamer profile and not a gamertag

your gamer profile should be able to be converted into a live profile. just browse the settings while your logged in. the worst case scenario is that during the conversion, it says your name is already in use, and it will ask you to rename the profile.

I have a different problem. Is there anyway you can reset your ranking in a game (Virtua Tennis 3) to zero? I don't want to set up a new gamertag. I lost a few matches at the start when I did not know how the ranking system worked, now I have a much better idea.

No you can't.  The ranking system is there to prevent cheating (not that it always does) If you could reset the results after you lose youd be messing with the system.  Just keep winning and those few loses will get buried anyway.  

You could always make a new gamertag... then you would be back at zero.
