If I buy a XBLA game from account 1, can I play it via account 2?

if account 1 and 2 are on the same machine that the game is purchased on, then yes. otherwise, no.

Thanks for reply. But, for the 100% sure, could you create the new offline profile on your console, update its firmware and try to play some XBLA? Because one dude told me that it was possible earlier, but now he cannot play Castelvania (which was bought through American account) through English account.
