My understanding is that when you purchase DLC on your hard drive, it links it to that xbox you downloaded it on.  If you take that HArd Drive to a different xbox you must sign into live in order to access the content.

I had GH2 songs on my HDD, when my previous console was banned and i purchased a new one, i had to sign into live inorder to access my DLC. Very disapointing imo.
