I may not be 100% on this but i've noticed that this error is on modded consoles.

A common human error is to forget to plug the SATA cable back in to the DVD drive after the 360 has been reassembled.

You HAVE checked the SATA cable, right?

I have seen an error code similar if not the same, with the same problems. Apparently the SATA was unplugged.

Maybe i'm wrong, but worth mentioning.

i got this error '80150003:3' i have never used xbl before and never modded my console im totally new to all this, it happens after i type my live id in then agree to the terms, can anyone help?
my xbox also passes all the network tests and is connected up properly.

I got my xbox back, but they sent me a different one and the thing gave me the 3rrod playing with it 3 times, on the same day I got it back. This one is back in the mail back to them... They are sending out broken xboxs how lame is that.
