under a xboxlive the eroor page is empty but i able to seethat codes if i press the "Y"

Everyone has NAT. Even if you don't have a router, your ISP still has switches/hubs and other stuff that makes up the whole thing. But that's not my point. What I meant to say was, did you look at the error message on the NAT section? It doesn't matter if the test has been run or not, there will still be a message.

ok again, the NAT section is UNDER the xboxlive sign and because the "testing" was stopped at xboxlive sign, there is no NAT testing... no neccesary

you are NOT banned from live. its purely a connection problem. have you been on live before? maybe its detecting your region and not allowing you on live based on that.
