your live arcade games should be playable by the local accounts. it sounds to me like you bought the games, and had to return your system and get a new one.

this is a problem because the games tie to the system itself, and without the original system, it requires the purchasing account to be connected to live to verify that its authorized.

if this is the case, give 1-800-4-my-xbox a call and hope for the best. they might refund your MS points so you can repurchase the games on a differant account. (and the repurchased games will be accessible by all profiles on your system)

confirmed this, I can play MsPacMan from all accounts on the pal machine since I purchased this on the Pal machine. I also created a german account, (using my german address) and i was able to spend the german points I purchased before. I then bought more games and the offline profiles were able to play all purchased games that had been purchased on this machine from both my american and german accounts.
