Help With Connection Setup

Why don't you do like most others, go and pick up a cheap router and that will resolve all issues.

Otherwise look online about sharing Internet connections for more details on setting this up properly.

If you want to do it the way you're saying.... well ok even thought it's convoluted and will be more trouble than it's worth. (Usb power saving will lose connection to your modem frequently and need to re-establish connection after this.)

First install the drivers on your pc that came with your usb modem. Then attach the device and let windows apply them for use. Now get internet connectivity on your pc.

Then connect your xbox to your pc via crossover cable. Then use ICS as I have explained here several times and you'll be gettin owned online in no time.

The cable that comes with the box is not a cross over cable.  Go to your local computer retailer and ask for a cross over cable.

Even though I previously suggested he get a crossover, that can't be the problem because the 360 auto senses to whatever cable type you use.
