I sorry to say no. Larry Hyrb in his most recent blogcast says it has nothing about dashboard upgrades. Just standard maintenance. Though he DID say there would be new stuff on xbox.com after it comes back online.

I imagine they're just taking it down to reorganize the Marketplace, since they are going to provide fresh content on a regular basis during E3 (trailers and whatnot, straight from the floor, maybe demos if we're lucky). Right now the lists are too cluttered with things like old demos marked as "new content," so they probably need to clean it up and create an E3 section.

my guess is that this is to prepare for the massive media push that they will do for E3.  i thought i read somewhere that they were planning on expanding the bandwith of their network, maybe its all for this.

i think it's backend/db updates/changes.  why else would everything go offline.  so in other words, it's just to add better integration/functionality for future services.  i also think we will see a dash update soon but the two are unrelated unless the dash update relies upon the added functionality. who knows, they prolly will never tell us.
