Headset Echo

What ur hearing is usually coming from other people who either have their headsets turned up too loud with the mouth peice near by, or they have the voices coming out the speakers.  It then gets picked up by their mics then back to you.

then he prolly has his headphone turned up too loud.  That's my best guess
