I forget how to get there but every game has like a open mic room were you can also invite friends or you can talk to anyone who enters.

Basically you cant talk to anymore than 1 person at a time. You can have 4 open chat channels, with a friend in each one, but no more than one in each. You then have to leave one to join another..

Yes it sucks. Apart from the downloading of demos and trailers, this dashboard needs a lot of work. Not having conference calling? lol?

I assume this will be sorted eventually. There was talk of video conferencing before launch and there are no features in the dash for that yet so it must be possible via updates once MS gets there fingers out.
