No, I believe the starter kit just includes a headset and a demo-disc or something. The main difference is the headset though. You can start a subscription with a normal subscription card though.

yeah the 1 year starter kit (around $70) comes w/ a headset, 200 free MS points for live marketplace, a free download of an arcade game, and twenty dollars off any 360 game.  it's quite a deal but you can start off your live subscription with just a normal card (not the starter kit).
