my suggestion would be to set your laptop up as internet sharing and then set the proxy up in it.  You shoud be able to set everything up in your router however if you can not (I'm not familiar with the model) then you could just set the proxy in the laptop.  Basically to do this just open internet explorer and goto tools -> options -> connections -> Lan Settings, then in the xbox put in the username/password.

I have no idea why your University would do this to you, theyshould be letting everyone on the network...which school is it?
