In OXM they said that it owuld probably be available around 6 months after launch.

I'm pretty sure that MS doesn't want to replace the PC with the xbox 360.  They make way to much money off of PC's to just toss them aside and let a game console take their place.  My guess is they just want to intergrate them and have them work together, but still leave the PC as the central hub of your home.

on Major Nelsons last podcast, he said that it wouldnt be on the 360 at launch. That would be a cool feature to include though. You already can can get xbox alerts on MSN, they should just step it up on the 360 when its needed.
