You shouldn't have heat gunned the system, especially with the heatsinks clamped into place.

Bake it in your oven.  Set it to 450F and place it in there for 5-6 mins.  I'd warm the board up with the heat gun first.  Don't worry about the other components on the board, 450F is not going to hurt them at all.  All the components on the 360 mobo are rated for higher temperatures.  I would make sure the board was powered off for at least a couple hours before baking it.  Theres a post in the forums about a guy blowing an electrolytic capacitor.  How that happened is beyond me and there could have still been potential in the capacitor.

Take a look at the temperature profiles for solder.  There are about a bajillion alloy solders out there with varying melting points.   You'll see that the profiles are the about same, slow ramp up then a spike to the melting point for about 5 seconds, and then a slow ramp down.  Duplicating that temperature profile at home with a conventional oven will be difficult, so just pre-heat the oven, heat up the board with a heat gun, and toss it in for about 5 minutes and hope for the best.  (IMG:style_emoticons/default/beerchug.gif)

I really don't mean to be rude, but I don't recommend this, at all especially at 450F.
450 for over 3 minutes will ruin ALL of the connectors on the motherboard. And that pretty much renders it more useless than before. Furthermore, 0021 needs a re-ball, not a reflow. The oven trick doesn't work on 0021s, 90% of the time.

Your first mistake was heat-gunning the bottom of the motherboard with the heatsinks on.
If there weren't any bridged connections before, there's a really good chance there are now.
Find somewhere that offers a re-ball service, and get it done. There is a chance that it's toast, but it's worth a  try.

Well if you are desperate which you are it cant hurt to try this. You have 0021 which means something is wrong with the power somewhere along the lines. When you turn it on, do the fans turn on? If no then take a look at all those little metal legs stick up on the outside of the motherboard, where the power plugs in, usb ports etc. If any of those are outside the case, get them back inside.

Now as for the 002 part well I fixed mine by adjusting my gpu xclamp bolts. I tightened the 2 closest to the cpu, about a half turn passed hand tight. Then loosened the furthest two from the cpu about 3/4 of a turn.

0021 This can be caused by two completely different things either:
A. DVD Drive Time out - Can be caused by problems with a firmware flash. This is also speculated to sometime be caused by a problem with the southbridge chipset on the motherboard based on how it connects to the DVD drive.
B. GPU error, generally caused by a poor connection to the mainboard (cold solder joints/bridged solder joints) See error 102 for more information

Don't offer advice if you don't understand the issue.
Get your board reflowed professionally. Thats the best advice anyone here is going to offer you.
