A lot of people tend to heat gun their motherboard with the heat sinks super tight, this is just asking for you to permanently damage your motherboard/GPU and bridge some connections. If you use the heat gun fix, and I say fix and not "trick" because we all know what "trick" means.
First off, when you heat gunned the motherboard were your heat sinks attached or not attached?
If they we're attached, chances are you've bridged a good amount of connections or less likely, killed your GPU.
I'd follow Brandogg's advice, X tightening formation, hand tight and then a little further. If you still continue to get the 0020, Attempt a quick start with the heat sinks just resting on the dies of the GPU. Make sure there still thermal paste, so that you just don't fry it. If it boots, then your problem is related to board flex rather than bridged points. If it does not, and you've attempted a hell of a run of trial and error relating to the tightness of your HS bolts, chances are your board is done for and it's time to send it in for a re-ball.
