Hey here's the parts I've found @ Home Depot.  They work great just as the ones from Lowes does.  Go to HD and give em' a try.

Note: Now these are just the washers for they are the hardest to find at times.  I suggest to get the bolts from Lowes or just take one from Lowes into HD to compare to the correct or replicant match.

some guy did put together a kit . he's selling them for $15 per heatsink , however. way overpriced if you ask me , but it does seem like there may be a market for it. he may have to adjust his price though.
