The only thing I know of off the top of my head that will kill it for use on the PC and 360 is the security chip in it. With it removed though 1 and 3 stay lit and the controller is still detected and shows up, just not useable.
What is a security chip? what does it do and how do u get around it if it is the problem

Look for an open/short on the D+ line somewhere (Green wire). With it open I get 1 and 3 to light, maybe a second at most, then goes out. With it shorted to Ground 1 and 3 light for a very brief flash and that's it, fraction of a second.
This is the problem i am having, 1 and 3 light for a second then go out and controller is not detected what do you mean about when u have it open it does this... when the controller is opened or when the D+ path is open (ie not connected properly)

Yes same pattern. My controller is third party tho, and i dont know if it ever worked because i got it in a lot with a broken premium system, everything else in the premium lot worked tho (minus the mobo it was giving me flashing lights) how do i test this controller in windows... just plug it in?
