The reduced transistor size should reduce the power the console draws and the heat it produces.
There are a couple of possible things MS COULD do resulting from the reduced heat/power need:
- make the console more silent by using a different cooling solution that isn't as efficient but less loud (this could possibly reduce the weigh of the console, too, by using smaller heatsinks)
- maybe they could build the power brick into the console itself (something which I would really like to see because I often take my console to a friend's place

)
- or they could make the console smaller
And even if MS changes nothing there should be less heat problems for everybody with the new consoles (whenver they'll hit the market ^^) and lower power bills to pay.
