Error 0021

After reading the forums and searching the net, It seems not everyone is sure what the 0021 error is.  I have a customers box that is doing it and has never been open, so I'm pretty sure no one tried to flash it.  Would opening it up and trying to read the firmware and reflash it possibly fix this?

And since it's past the warranty, if it's open and then sent back to MS, will they still charge the same amount to fix it as if it's out of warranty and not opened?
